With over 15 years of public and private experience and in various areas of Administrative Law, having worked as Attorney for the State of São Paulo, a master's degree completed by the Pontifical Catholic University of São Paulo – PUC-SP and a doctorate in progress at the same institution, he has extensive practical and theoretical knowledge on the subject of administrative contracts and concessions, control of acts of the Public Administration and resolution of conflicts involving the State.

In the area of Administrative Contract Law, he has over 10 years of experience in consultancy and legal defense activities, covering the bidding and execution phases of administrative contracts, as well as monitoring their execution. In the field of public procurement, he is the author of the book “Outsourcing of Public Administration”. Recently published by publisher Fórum, it was considered the “most profound and complete work on the subject ever produced in the country”.

  • Postgraduate in Accounting and Finance from Fipecafi.

  • Bachelor of Laws from the Federal University of Rio de Janeiro.

  • Complementary training in the Advanced Tax Jurisprudence Course (ABDF/GDT), as well as courses in international taxation, oil taxation and accounting.
